I’d do the whole thing in word, then transfer the pieces you want, as you complete them, or later on en masse. This lets you edit sections or reorganize as you go, and have a stream of consciousness through the entire process without getting bogged down in one section if that one is troubling you. When I do stuff like this I build nothing but main headers first, then sub headers for each main, then detail bullet points. At that point, you can move stuff around, reorganize, add or subtract, etc. Then fill in the area around the bullet points to fill out the section. But that’s just me…
