This shop vac and Dust Deputy was upstairs next to the cat litter box. He died last year, and I inherited it.
It wasn't on a cart before, I had a cargo strap holding everything together in one big lump. It worked good because it was stationary with 20 feet of hose. I could vac the steps and the upstairs hall easily. Crude, but effective.
I thought about a cart and decided against it. It's already a cart, and besides, I'm lazy.
I saw a cart where the guy took the wheels off the vac, attached plywood to the vac base and then attached the wheels to the plywood. I was impressed.
I grabbed a scrap of plywood, and a wedge that was just laying there, and I was about finished. I used the scraps as found. The wedge holds the plywood in place, the DD sits on plywood, and bungees hold it all together.
