I don't think that they absorb water.  They emit a vapor that supposedly prevents oxygen and moisture from reacting with the steel so look for liners that say they have the inhibitors.  A quick search and I found some Kobalt brand ones at Lowe's that are actually made by Zerust.  You may find cheaper Zerust liners from other sources.  

Vapor Corrosion Inhibitors (VCI)
